WHAT DOES A TAX ANALYST DO?

A Tax analyst serves as an analyst which plans, coordinates, and conducts analytical studies, and projects. In this role, you will be responsible for performing technical and analytical staff work. You will be required to oversee programs which include strategic compliance program planning, business systems planning, customer account services, taxpayer education and communications, and administrative support.

WHAT IS THE WAGE & INVESTMENT (W&I;)*DIVISION?*

The Wage & Investment Division (W&I;) serves about 122 million taxpayers who file upwards of 94 million returns each year. Key W&I; objectives are to provide high-quality taxpayer assistance, and to enable taxpayers to transact and communicate electronically to file their returns, make payments and receive assistance. W&I; partners with private organizations to provide assistance to such disadvantaged groups as elderly and low-income taxpayers.

Position is located in Wage & Investment, Return Integrity & Compliance Services (RICS), Refundable Credit Policy and Program Management (RCPPM), Non-EITC Examination Headquarters. One position to be filled at either 401 W Peachtree Street, Atlanta GA; 3651 S Interregional, Austin TX; 310 Lowell Street, Andover MA; 1325 Broadway Plaza, Fresno CA; or333 W Pershing Road, Kansas City MO.

Duties

As a Tax Analyst you will:

  • Develop and interpret guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions.
  • Study problems facing operating unit functions or those of particular concern within the organization assigned.
  • Analyze assigned program areas to discern trends in program delivery and consolidate report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.
  • Provide technical guidance on issues, proposals, and activities impacting program operations, and ensure operating units are in alignment with regulatory and administrative provisions and requirements.
  • Review proposals to alter or modify concepts, processes, or functions for compatibility with program goals and objectives, as well as evaluate new requirements, policies, and modifications for impact on program operations, systems, and resources.
  • Coordinate site visits to conduct briefings, studies, implement program initiatives, review program effectiveness, and identify additional system or revision in work processes required.
  • Prepare reports concerning identified issues, explaining program differences and recommending improvements and corrective action for program operations, where differing or competing viewpoints may occur.
  • Present findings, conclusions, and recommendations as a result of program studies, projects, or reviews conducted and disseminate revised procedures and changes in program operations. QUALIFICATIONS/ELIGIBILITY REQUIREMENTS:You must meet the following requirements by the closing date of this announcement.

GS-12 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the grade 11 level in the federal service. Specialized experience for this position includes: Experience with IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals. Experience in studying problems facing the operating unit or those of particular concern within the organization and assigned programs. Analyze assigned program areas to discern trends in the program delivery and consolidate report data to measure the effectiveness in meeting program objectives, organizational goals and/or strategic initiatives. Provide technical guidance on issues, proposals, and activities impacting program operations, and ensure operating units are in alignment with regulatory and administrative provisions and requirements; Experience in working cross-functional programs and understanding the interrelationship with assigned programs. Knowledge in conducting reviews, studies/projects and coordinating systems for program operations. Experience using analytical and evaluative methods in order to assess and measure the effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and develop recommendation(s); Experience utilizing IDRS command codes to perform research or analysis in relation to tax compliance and/or adjustments on Individual Masterfile (IMF) and/or Business Masterfile (BMF) tax accounts; Experience preparing reports concerning identified issues, explaining program differences and recommending improvements and corrective action for program operations. Present findings, conclusions, and recommendations as a result of program studies, projects, or reviews conducted and disseminate revised procedures and changes in program operations.
