WSP is currently initiating a search for a Utility Design Manager for our Fresnooffice.

Duties and Responsibilities:

  • Review and negotiate the terms within the CCUA, JUA and licenses with the third parties

  • Review and approve all utility liability determination packages submitted by the utility relocation staff in the Central Valley offices. This includes the aspects of review for quality control, prior rights determination and FRA approvals

  • Works in concert with other regional Right of Way Seniors to develop new or revised procedures and ensure they are implemented uniformly. Provides technical assistance to staff, regional managers, utility owner representatives, and other people as needed on utility issues, to enhance staff development in the utility function and to ensure appropriate and consistent interpretation and application of Master Agreements, policies and requirements on complex utilities relocations.

  • Provides reviews of and oversight of relocation design, oversight and review of all replacement right of way for utility facilities for all utility owners. Review ROW acquisition maps prepared by the Regional Consultants and identify easements that are incorrectly labeled (i.e. Easements shown through UPRR/BNSF/SJVRR Operating corridor should be utility crossing licenses) and request Authority to update exhibits according. Review easement exhibits prepared by all Design Builder for all utility owners. Oversight and Review Property Rights Conveyance documentation with Third Parties to ensure documentation is correct.

  • Conducts and coordinates review of Utility rights crossing excess land.

  • Inputs to a Right of Way Certification Process. Tracks information for all utility owners. Represent Right of Utilities at all Regional Meetings as requested.

Job Requirements

Minimum Qualifications:

  • Ability to conduct on-site reviews; i.e. estimating utility involvement and estimate costs.

  • Ability to drive to remote locations in single duration (up to 6 hours).

  • Ability to hear and see for right of way functional purposes.

  • Ability to move 25lbs to 35lbs (files, boxes, laptops, projectors).

  • Ability to sustain mental activity needed for report writing, auditing, problem solving, analysis and reasoning, etc.

  • Ability to focus on single tasks, as well as multi-tasks when necessary.

  • Ability to remain calm, patient, and professional when dealing with the public and internal customers on sensitive issues.

  • Ability to respond to changing work priorities.
